Make getResultantForce return a RigidBodyMotion::TangentVector · 241e3c50

Because that is what happens.  The previous solution of returning
to FieldVectors, one as the return value and the other one using
call-by-reference, was extremely ugly.

This is an API change.

now works on a per-element basis and has been moved to the local rod assembler.
That way, it has lost most of its 1d-ness.  In the future, it will be usable
for other problems as well.
