made progstartup use bash (uni computers support it and it's needed for some functionality), updated helping text to more accurately reflect what the program actually does.

-std=f95 → Fortran 95 standard: no tab allowed
-fmax-errors=3 → show only the first 3 errors, usely first error leads
to alot more cryptic errors
