That code was buggy, and we only didn't see that because the wrong sizes
were always overwritten by the correct ones before being used.
(That's so as long as you call a reducing method before 'scatter').

Removing the code leaves the situation as bad as before, but it
allows us to get rid of the nOwnedLocalEntity() method from the global
mapper.

In particular this means having to carry mappers for the local indices around.
This makes the code more verbose, but it also makes it easier to see what is

The implementation uses TinyXML2.  If you don't have that installed
then a NotImplemented exception will be thrown.

The code is still pretty fragile, and needs more defensive programming.
